Ramil Safarov was born on August 25, 1977 in the town of Jabrayil, former Azerbaijan Soviet Socialist Republic of Soviet Union (now Azerbaijan Republic) where he finished middle school.
He is one of four brothers. Jabrayil was captured by Nagorno-Karabakh forces on August 26, 1993, and remains under control of Nagorno-Karabakh army as part of the unresolved Nagorno-Karabakh conflict. Safarov's family fled to Baku in 1991. During a court hearing, Safarov recounted memories from the years of war, during which he had lost family members.
This, however, contradicted another version he told the court, where he stated that he was studying in Azerbaijan's capital of Baku and in Turkey from 1992 to 1996. He continued his studies at Maltepe Military High School in İzmir and then at the Turkish Military Academy, graduating in 2000, after which he returned to Azerbaijan.
In January 2004, the 26-year-old Ramil Safarov, along with another officer from Azerbaijan, went to Budapest (Hungary), to participate in the three-month English language courses, organized by NATO's Partnership for Peace program for military personnel from different countries.
On February 19, 2004 broke into Margaryan's dormitory room at night and axed him to death while Margaryan was asleep.
n 2006, Safarov was convicted of first-degree murder and sentenced to life imprisonment in Hungary with a minimum incarceration period of 30 years.
After his request under the Strasbourg Convention, he was extradited on August 31, 2012 to Azerbaijan, where he was greeted as a hero, pardoned by Azerbaijani president Ilham Aliyev despite contrary assurances made to Hungary, promoted to the rank of major.
On October 2, 2012 married Shabnam Mammadova.

Psychiatrists Dr. Katalin Gaal and Dr. Krisztina Juhász carried out a mental status examination No 33/2004 (Examination No 1 in the verdict), according to which the defendant did not suffer from impaired judgement, mental disorder or illness, intellectual disability or personal degradation either at the moment of committing the crime, or during the examination of the specialist-experts.
The conclusions of expert examination N1 are as follows: "The accused is a person with disharmonic development of personality, and the psychological examination has revealed that he has, in addition to the low level of intellect, disorderly thinking, stereotyped views, not bad capabilities, but difficulties in their implementation, insufficient self-consciousness, submission to outside influence, hot tempter, no attachments, inability to adapt, lack of self-confidence in decision-making, character of epileptic personality living by his own rules, anti-sociality, controllability, lack of self-control, thirst for self-assertion with obvious psychopathic features."
The psychiatric examination determined that he has a low level of sensitivity, rigid thinking, sensitive experience of the military events of the period of his early childhood, overestimation of his love and patriotism with some megalomania which causes his disposition to military service, and, in addition, his fanatic manners with racist views (enemy-hatred), but without paranoid symptoms, with fixed negative feelings and thoughts (hatred-revenge) which motivated the crime. The personality disorder of the examined is compensated and does not even approximate to pathological thought disorder.
Thereby, the defendant was fully conscious of his actions and their consequences and behaved correspondingly, not being restricted with anything while committing the acts.
The conclusion of the second mental status examination: "Character of epileptoid personality, antisocial, tractable, living with his own laws, easily subjected to outside influence. Considers his act, as well the racist view of the happening, to be lawful…, rises a wish to draw attention to himself as a national hero."
"The internationally accepted projective method found that Ramil Safarov only acquired an intellectual level of a secondary school. The same method assessed the suspect's intellectual level as one on a five-point scale."
The comprehensive examination of the individual showed that Ramil Safarov's state of mind is not even close to a pathologic mental confusion. The examination determined that he has "low intellectual level, limited mental outlook, intent to commit the crime."
The examination found that a second offence of the criminal is possible given his views of racist nature.
